In the City of New London, the average per capita income is only $18,000, with 45 percent of all residents having incomes less than 200 percent of the federal poverty level. Black and Latino residents represent less than 35 percent of the population in New London, but head over 68 percent of the households in federally funded housing in the city. Nearly 60 percent of black and Latino residents in Southeastern Connecticut are uninsured. Poor and uninsured people are more likely to be treated for cancer at later stages of disease, receive substandard care, and die from cancer.
